Policy Matters: Government Pushes for Women’s Reservation by 2029

He stated that reserving one-third of seats for women in the Lok Sabha and State Assemblies would create an inclusive and dynamic Indian democratic system. He demanded that lawmakers complete their necessary work on the proposal without any further delays since this would prevent women from participating in law-making processes.
The government has highlighted a critical limitation in the current framework, where implementation is tied to the delimitation process following the 2027 Census—potentially delaying execution until 2034. A special parliamentary session has been organized to complete the urgent modifications which need to be made.
Opposition leaders, including Akhilesh Yadav and Gaurav Gogoi, have raised concerns over linking women's reservation with delimitation, arguing that the current Lok Sabha structure allows for the implementation of the quota system. Additional concerns raised by them include the absence of updated Census data, calls for sub-quotas, and apprehensions about potential centralisation of power.
The government has presented vital legislation through two essential bills which include the Constitution (131st Amendment) Bill, 2026, and the Delimitation Bill, 2026, along with Union Territory amendments. The proposals seek to increase Lok Sabha membership from 543 to 816 members, with 273 seats reserved for women.
Union Home Minister Amit Shah has addressed concerns about delimitation by stating that the process will create equitable representation across all regions, including southern states. The government has denied claims of partiality, asserting that the reforms aim to achieve inclusive national development rather than political gain. Furthermore, it was confirmed that the Census, which includes caste enumeration, will take place.
The Confederation of All India Traders is hosting a National Women Entrepreneurs Conference in New Delhi, bringing together over 300 women leaders. The program enhances Aditya Birla Capital's innovation pipeline by delivering early FinTech trend information which builds on the company's current partnerships with over 200 startups and multiple proof-of-concept projects.
Hitachi Rail together with the UBUNTU Consortium has established a digital growth program in Karnataka through its CSR initiative to support women-owned businesses.
