WER Week Wrap: Policy Advances & Leadership Sparks Women's Rise
By: WE staff | Friday, 24 April 2026
A weekly wrap on women’s rising influence across policy, business, startups, and sports, highlighting key developments shaping India’s growth story.
Women’s growing influence across India is being reflected through key shifts in policy, steady corporate leadership, rising entrepreneurial activity, and landmark sporting achievements.
As was evident this week, from governance reforms to business decisions and athletic milestones, women’s presence is steadily reshaping outcomes across multiple fields.
The Constitution (131st Amendment) Bill, 2026, continued to a controversial topic at the policy level this week, with the government reiterating that 33% women reservation in the legislature in the Nari Shakti Vandan Adhiniyam will only be operationalised once delimitation is done along with the Census 2026. With this in action, the government is proposing to increase the strength of the Lok Sabha from 550 to 850 seats.
Stability and long-term confidence of women executives in the corporate leadership was highlighted by HDFC Life as it renewed the tenure of Vibha Padalkar as Managing Director and CEO by five years. She has played an important long-term role in the company’s strategic growth, regulatory milestones and organisational change.
From the funding lanes, we saw Anika Parasher-led The Woman’s Company raise 1.4 million in pre-series A round. Such investments indicate towards increasing investor interest in women-led, sustainability-centred innovation in the 33 billion hygiene market that is growing rapidly in India.
This week we also saw Havildar Megha Pradeep become the first woman to win an international gold in canoeing, along with being the first woman canoeist in the Indian Army. This is a landmark in the history of women in the water sports and defence athletics.
This week’s edition of WER Week Wrap brings these pivotal moments, capturing how policy direction, leadership continuity, entrepreneurial expansion, and sporting excellence collectively signal a steady redefinition of women’s role in India’s growth story.
Policy Matters: Women’s Reservation Debate Linked to Delimitation Process
The sustained debate on the scope and impact of the Constitution (131st Amendment) Bill, 2026 continue which seeks a 33% women’s quota by 2029,
the government responded to key concerns legislation on Sunday. The government emphasized that the delimitation exercise is essential to operationalize the 33% women’s quota approved by Parliaments under the 2023 Nari Shakti Vandan Adhiniyam.
The plan to raise Lok Sabha seats from 550 to 850. The official note said “the Nari Shakti Vandan Adhiniyam provides that reservation for women will be implemented based on delimitation after the Census 2026”.
The Congress Party has alleged that Narendra Modi has intentionally stalled the implementation of women reservation by linking it to delimitation process.Jairam Ramesh also mentioned a letter of Rahul Gandhi of 2018 to demonstrate that Congress is in favor of immediate passing of bills. According to the party, the government has decided to focus on political requirements rather than focusing on empowering women initiatives. It has demanded implementation by May through a revised bill.
However, the proposal, which included 33% reservation and increased Lok Sabha seats, failed to pass after falling short of the required majority.
Conversely, Careernet report indicates that one in every three job placements were to be occupied by women in 2025.The hiring was mostly in entry level positions (36) and there was a decrease in senior positions, which shows that there is a long-standing gap in leadership. Mid-career hiring of women saw a slight increase, indicating rising demand for experienced professionals. Women’s participation was highest in BFSI Global Capability Centers at 40%.
A study by Indeed highlights low female representation in India’s deeptech sector, especially at entry level, where 43% of firms report fewer than 10% women hires. Structural barriers, slower career progression, and pay perception gaps persist.
Despite active job seeking, women often accept lower salary increases; with many feeling compensation does not match their specialised skills in high-demand fields.
