Public Policy: New Measures Broaden Opportunities for Women
From safer streets and new transport careers to dedicated start-up support, recent government initiatives are addressing women’s empowerment through practical opportunities, stronger protection systems, and greater economic participation.
Delhi Chief Minister Rekha Gupta called for coordinated support systems for women and children at the National Departmental Summit for Women and Child Development. She proposal for greater connections between helplines and One Stop Centres, enhanced access to counselling and legal assistance, more assertive measures against child marriage and robust implementation of workplace harassment laws. The use of CCTV, bus marshals, panic buttons, and self defence training
were also mentioned as ways of enhancing public safety.
Delhi is also advancing women’s economic involvement through the DURGA E-Auto Scheme, which will take 1,300 pink electric autorickshaws to the roads. Of these, 1,170 vehicles are allocated for women and 130 for transgender individuals. Alongside creating income opportunities, the initiative aims to improve last-mile connectivity through app-based bookings and dedicated charging facilities.
In Chennai, the Greater Chennai Corporation is in alliance with Azad foundation to impart training skills to women in commercial driving. The program's purpose is to enable women, especially from the marginalised communities, to enter the profession of transportation and to make them more financially independent, including in coverage of two-wheelers and four-wheelers.
In parallel, Maharashtra is making efforts to keep a niche for female entrepreneurs as a start-up hub, in partnership with the Maharashtra State Innovation Society and Udyati Foundation. The hub will bring together entrepreneurs, mentorship, funding, market, and government schemes. A proposed women’s start-up index will also track entrepreneurial progress across departments and districts.
The real change lies in helping women feel safer, earn a steady income, explore new career paths, and build businesses of their own.

Startup Spotlight: Entrepreneurial Support Opens New Growth Avenues
For women building businesses, growth often depends on more than a promising idea. Access to timely funding, the right expertise, and institutions that understand their needs can determine how far a venture progresses.
In Maharashtra, a proposed women’s startup hub will bring government departments, ecosystem partners, and support organisations onto a common platform. The
Maharashtra State Innovation Society and Udyati Foundation have signed a MoU to facilitate mentorship, financing, market connections, and business acceleration. Plans to introduce a women’s startup index will further help assess entrepreneurial progress across districts and government departments.
