Delhi Chief Minister Rekha Gupta laid down the important aspects concerning safety of women and children at the two-day National Departmental Summit for Women and Child Development on October 10.
During the meeting she stressed upon the coordination between various departments such as police, hospital, legal help centers, and shelter homes for providing help to harassed or abused women. She added that the victims have to be assisted, secured, and helped to achieve justice without approaching these different agencies individually.
Key Highlights:
- Rekha Gupta calls for coordinated support services to protect women facing violence & harassment
- Delhi strengthens women’s safety through CCTV surveillance, bus marshals, panic buttons, & self-defence training
- The CM urges wider SHe-Box adoption and stronger action to prevent child marriage
The CM outlined five key areas where the support system for women and children could be strengthened. The proposed measures include creating individual care plans for the victims, creating more linkage between helplines and One Stop Centres, providing access to counseling and legal aid services, stepping up efforts to prevent child marriages, and enforcing workplace laws which aim to safeguard women against sexual harassment at the work place.
These priorities indicate a need to improve the existing mechanisms for providing security and protection by means of institution building and prompt action. Individual care plans are necessary to provide appropriate support at various phases of recovery. Access to counseling and legal services will help women get information about their rights. It is clear that prevention of child marriage and enforcement of workplace safety laws are meant to combine prompt help with preventive measures.
For women’s security in public places in Delhi, she recommended were deployment of bus marshals, panic buttons in the buses of DTC, CCTV surveillance in vulnerable zones, women constables in special buses at night, and self defense training for children going to schools.
In addition to this, she highlighted the need for increased awareness about the SHe-Box portal which is basically an online portal where women can register complaints regarding sexual harassment at the workplace.
Supporting the need to eliminate child marriage, Rekha suggested that there should be a stricter implementation of the 'Bal Vivah Mukt Bharat' campaign by adopting measures at the community level. It was stressed that the workers of Anganwadi, Delhi, were performing a very useful task as they would identify instances of child marriage and act on them by counseling the respective families.
In her concluding remarks, the CM connected the safety and empowerment of women with the development agenda of India. She mentioned that women’s development, protection of their dignity and security, and equal opportunity for all women is vital for India’s development dream. Her words show that the development agenda of the country needs to be inclusive in nature, where not only women are protected from violence and discrimination, but they can make contributions to the growth of the economy as well.
