Policy Matters: Women’s Reservation Bill Implementation Picks Pace

India’s women-led economic transformation is gaining strong
policy and financial momentum, with entrepreneurship and representation at its core. Nirmala Sitharaman  confirmed that the Pradhan Mantri Mudra Yojana (PMMY) program will sustain its mission to promote economic development through its distribution of more than 57 crore loans which total ₹40 lakh crore and especially assist two-third of women entrepreneurs and around one-fifth to new entrepreneurs, which amounts to 12.15 crore loans worth ₹12 lakh crore, has given a significant impetus to the business.

Going hand in hand with that the Union Cabinet under Narendra Modi is moving towards legislative amendments to accelerate 33% of parliamentary and state assembly seats for women before 2029, which could redefine political representation. The Union Cabinet will review two types of bills connected to the implementation of the much awaited, Women's Reservation Bill of the Nari Shakti Vandan Act.

On the financial front, a report by TransUnion CIBIL and NITI Aayog highlights a 9% CAGR (2017–2025) in women accessing formal credit, with a 4.8x rise in outstanding credit, driven by digital infrastructure and increased participation. Bhavesh Jain, Managing Director and CEO of TransUnion Cibil, believes this is due to more women engaging with the financial system. The number of New to Credit (NTC) women borrowers has increased to 38 percent in 2025 for the six retail credit categories published in their report indicating wider reach within traditionally under-served groups according to Nidhi Chhibber, CEO of NITI Aayog.
