India Strengthens Workplace Safety with SHe-Box 2.0

The Union government has once again affirmed its commitment to enhancing the safety, dignity and participation of women in various sectors by structural and policy measures, and introducing the issue of making workplaces safe for women. In order to promote convergence among various schemes and enhance institutional mechanisms for women empowerment and protection, the Ministry of Women and Child Development (MWCD) is implementing its flagship Mission Shakti programme, it said.
The Ministry has designed the Sexual Harassment electronic Box (SHe-Box) for ease of implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (SH Act). The website is an online platform to report sexual harassment cases faced by women in their workplaces and to avail timely redressal.
The government further enhanced the grievance redressal process by rolling out the upgraded SHe-Box 2.0 on August 29, 2024. The improved platform provides a more robust, transparent and accessible mechanism for receiving complaints of women working in organised and unorganised sectors and both public and private organisations, the Ministry said.
SHe-Box 2.0 is a one-stop platform for women to register complaints of sexual harassment in the workplace and also monitor the progress of these complaints online, the Ministry said. The portal has been created to enhance the coordination between the employers, the Internal Committees, the Local Committees and other stakeholders involved in the implementation of the provisions of the SH Act.

The upgraded portal reinforces the application system of the law, establishing a structured and monitorable complaint management system, officials said. It has been targeted to ensure greater accountability, transparency and prompt resolution of complaints and to facilitate the monitoring by authorities of the redressal process.
The privacy and security of users is a core principle of SHe-Box 2.0. The platform offers a safe and easy-to-use interface, allowing women to report without the fear of stigma, discrimination or retaliation, the Ministry said. The digitisation of the complainant process is expected to increase the number of women who lodge complaints and claim justice for workplace harassment.
SHe-Box 2.0 is made available in 22 Indian languages which include Hindi and English to make it more inclusive and accessible. It is hoped that the multilingual interface will facilitate the accessibility of the grievance redressal system for women from different linguistic backgrounds better, especially in remote areas and the unorganised sector.
The Ministry highlighted that having a digital platform to enhance institutional support mechanisms is a critical step in helping to build safer and fairer workplaces. It further stated that Mission Shakti remains as the overarching programme for the promotion of women's safety, security and empowerment, by bringing together various schemes and facilitating improved coordination between various government departments.
The government is looking to strengthen enforcement of workplace safety laws and create an easily accessible, transparent and effective complaints process for women to report sexual harassment in the workplace through initiatives like SHe-Box 2.0, to contribute to a safer and more inclusive work environment nationwide.
