Dr Varnali Deka, a 2009-batch IAS officer of the Assam-Meghalaya cadre, has become the first woman IAS officer from Assam to be empanelled for a Joint Secretary-level position in the Government of India. Her empanelment in August 2026 marks a major milestone in her administrative career, which spans field administration, state governance and central government service.
Currently serving as Director in the Ministry of Tribal Affairs on central deputation, Dr Varnali has worked across several areas, including rural development, urban planning, skill development, digital governance and community-focused programs. Her experience includes both policy implementation and grassroots administration, giving her a broad understanding of governance and public service.
Over the course of her career, Dr Varnali has served as Deputy Commissioner in five districts of Assam and held several senior roles in the state government. Her journey from technology and corporate work to district administration and policymaking has positioned her for greater responsibilities at the Centre. The Joint Secretary-level empanelment places her among officers eligible for key senior policymaking roles in the Government of India.

She has administrative experience in a very broad spectrum of areas. Dr Varnali has worked on assignments, ranging from public service delivery in the district, urban development, rural livelihoods, general administration and tribal development in the field, where the work involved conventional administrative skill and the capacity to employ technology and data as tools to address governance issues.
Dr Varnali did not come into the world as a government official. Prior to joining the civil service, she served in the corporate world as a software engineer and business analyst in technology, consulting and financial sector operations. She worked at Tata Consultancy Services' Global Consulting Practice and ANZ Bank.
This is an academically well-rounded profile as well. She has a Ph.D. in Commerce, and is qualified in Computer Science, Business Administration and Law. In addition to academics and administration, she has a strong background in classical music, and holds a Visharad degree, which further enriches her professional profile.
Technology, management, law and commerce would later be beneficial in her public administration approach. Instead of technology being a field in its own right, she has been linked to the use of technology and data to enhance monitoring, citizen participation and delivery of government programs.
Dr Varnali’s journey into the IAS was a tale of perseverance and development. She appeared in the UPSC Civil Services Examination and got an All India Rank of 82 and selected for Indian Police Service.
She was going to try the examination again. During the second round, the result was much better with Dr Varnali placing on AIR 16 and so could go for the Indian Administrative Service. She was then posted to Assam-Meghalaya cadre and started her long journey of administrative career, both at Assam and at the Centre.
The presence of the IPS, having been the one who had chosen her, was yet another sign of her determination. It also established the groundwork for the large amount of field and policy experience she would gain over the next few years.
This new empanellation is particularly relevant in the context of Assam. Dr Varnali is the first female IAS officer from the state to serve as empanelled Joint Secretary of the Centre.
The empanelment of a Joint Secretary is a crucial step in the career of a senior civil servant. It provides an opportunity for consideration for positions of responsibility in Union ministries and departments where assignment officers can be directly involved in the development and application of national policies.
Dr Varnali's recognition is a culmination of years of efforts at multiple levels of government. Her journey has taken her from working in field administration in Assam to leadership and finally a central government role, where she has gained experience from both implementation and policy administration.
