The Odisha government is establishing 'pink zones', each spanning a 10-km radius, to improve women's safety in cities. The initiative, part of the Odisha Vision 2036 and 2047, aligns with the state's centenary in 2036 and India's 100th year of independence in 2047.
The 'vision document', crafted through public consultation, outlines Odisha's development trajectory, synchronizing with the state's centenary as a linguistic state in 2036 and India's independence in 2047.
The initiative plans to establish 'pink zones' in urban areas, equipped with advanced CCTV systems, assistance counters, and continuous monitoring systems, to provide immediate support to women in need. The zones will feature advanced CCTV surveillance, emergency response teams, well-lit streets, specialized help desks, and proximity to police stations, healthcare facilities, and legal aid services.
Officials mentioned, "Our primary goal is to create a robust security infrastructure that women can rely on at any time of the day. These pink zones will serve as safe havens where women can seek immediate help and shelter when needed. Each pink zone will feature multiple CCTV cameras, emergency response teams, and well-lit streets. The police department will collaborate with local women's organizations and NGOs to staff the help desks and provide support services."
The vision document outlines plans to increase women's representation in the state police force from 9% to 15% by 2029, 30% by 2036, and 50% by 2047. The police-to-citizen ratio is also aimed at increasing. A specialized 'women safety cadre' will oversee safety-related programs, liaising with police, NGOs, and community groups, monitoring implementation, conducting evaluations, and proposing improvements for enhanced effectiveness.
The government further plans to protect women from digital harassment, cyberbullying, and monetary fraud through cyber awareness programs, a dedicated women's cybersecurity task force, accessible reporting tools, and awareness drives.
