The Odisha Cabinet has approved a project to establish hostel facility for women workers in the Kalibeti industrial zone of Khurda district, weaving a new opportunity of growth. The decision aims at providing safe and proper housing facilities for women working in the textile sector. The initiative is seen as part of the state’s effort towards inclusive development in the textile industry.

The construction of the new accommodation facility would provide women workers with a safe place to stay and will bring in a rippling effect for the state to attract more talent in the field of textile sector.

With a substantial amount of dedication toward the development of workforce-oriented infrastructure, the government of Odisha has setting aside an allocation of Rs. 210.36 crore ($22.01 million) towards the development of the proposed infrastructure through the Special Assistance to States for Capital Investment scheme.

Key Highlights:

  • Odisha approves a $22M hostel project to provide safe housing for 4,000 women textile workers
  • Kalibeti textile hub is expected to generate over 20,000 jobs, with women forming 60–70% of the workforce
  • IDCO will complete the hostel in 24 months, strengthening workforce support and industrial growth

This infrastructure will be developed by Industrial Infrastructure Development Corporation of Odisha (IDCO) within a time span of 24 months.

Reiterating the significance of initiatives that will benefit the current and future workforce, Chief Secretary of Odisha Anu Garg highlighted the fact that the textiles and apparel cluster will create over 20,000 jobs in the coming few years.

The minister emphasized that considering women form a major portion of the workforce, between 60% and 70%, it was necessary for the state to invest in providing suitable housing facilities in order to help the industry and its workforce sustain and flourish itself.

As one component of its comprehensive workforce development program, the state proposes building a hostel that would have enough accommodation for about 4,000 female workers.

The hostel would ensure safe and well-maintained accommodation facilities for workers who would thus be able to live near their work places, save on expenses, and create conditions conducive to health and safety.

Reflective of the increased attractiveness of the state as a destination for textile and apparel producers, Odisha remains successful in generating substantial amounts of investments that are spurring the development of the industry. For instance, the Kalibeti Industrial Estate has been attracting major players like MAS Holdings, EPIC, and Indian Stitches and promises to develop as one of the major industrial hubs for the state.
