The Delhi Police’s newly set up Delhi Cyber Crime Coordination Centre (D4C) will have a dedicated Hoax Bomb E-mail Investigation Cell to investigate bomb-threat emails and other technology-based threats, according to a government notification.
The D4C will also establish an Online Crimes against Women and Children (OCWC) Wing to tackle technology-enabled offences targeting women and children. The wing will work on prevention, detection and coordinated responses to such cybercrimes.
According to the notification, the OCWC Wing will track complaints involving online offences against women and children and develop actionable intelligence on organized online sexual exploitation networks, repeat offenders and cybercrime hotspots. It will also support coordination with relevant agencies and digital platforms to strengthen investigations.
The wing will coordinate with the Indian Cyber Crime Coordination Centre I4C, Special Police Unit for Women and Children (SPUWAC), district cyber police stations, social-media intermediaries and internet service providers for content removal, evidence preservation and enforcement.

The notification further states that the OCWC Wing will have specialized units for prevention and mitigation, social-media monitoring and OSINT, takedown operations and survivor support.
The move comes as Delhi Police seeks to strengthen its response to emerging cyber threats, including anonymous bomb-threat emails and crimes targeting women and children in the online space.
The specially built structure is likely to enhance the Delhi Police's capacity in the area of cyber incidents which demand prompt technical analysis and coordination between several agencies. The Hoax Bomb E-mail Investigation Cell will have access to specific resources to help them track the “digital trails” left by threatening e-mails and to determine what technologies have been used to hide the identity and origin of the sender.
Meanwhile, the OCWC Wing will bolster the police's actions against crimes committed online against women and children. The social-media monitoring and open-source intelligence aspects of it should aid in the identification of new threats, suspicious networks and online activity linked to the exploitation of vulnerable users.
The wing's takedown operations will also be a part of the solution to eliminating harmful and illegal online content. The unit will coordinate the removal of illegal content through social-media platforms and internet service providers and other intermediaries, as well as assist in the preservation of digital information for investigations.
The new setup is designed to enhance the city's capacity to tackle cybercrime and its capacity to respond to threats in the digital realm, with the ultimate goal of fostering a more coordinated strategy for addressing cybercrime incidents. The campaign also underscores the critical role of dedicated cyber teams in tackling new crimes with rapid cross-platform and cross-jurisdictional spread.
