Delhi appoints Lata Gupta as Women Commission Chairperson

The Delhi government has established the Delhi Commission for Women (DCW) and the Delhi Minorities Commission (DMC), which are a step towards enhancing the institutional mechanisms for protection of rights of women and welfare of minorities in the national capital. The appointments came as part of the Government of the National Capital Territory (GNCT) of Delhi's announcement by its Chief Minister Rekha Gupta.

Lata Gupta has been appointed as Chairperson of the Delhi Commission for Women, which is a new body. She will be accompanied by Shyam Bala, Malti Verma, Lata Sodhi, Sanrika Sharma Jha and Renu Bhalla who have been appointed members of the commission. The panel is expected to help in tackling issues of women security, gender equality, legal rights and policy advocacy issues in Delhi.

The government has also set up the Delhi Minorities Commission with Nirmal Jain as its Chairperson. Kuldeep Singh and Mohammad Haroon have been appointed members of the commission. The Delhi Minorities Commission is a statutory body constituted under Delhi Minorities Commission Act, 1999, for the welfare and protection of the rights and interests of the notified minority communities of the National Capital Territory of Delhi. Some of these communities include Muslims, Christians, Sikhs, Buddhists, Parsis and Jains, who have been recognized as a minority community in Delhi in a 2008 notification.

Chief Minister Rekha Gupta said the setting up of the two commissions underscores the government's focus on augmenting social justice and inclusive governance. She said the Delhi Commission for Women will strive to improve protection of women rights, support their empowerment and ensure that women be given institutional support in cases of discrimination, violence or injustice. Concurrently, the Delhi Minorities Commission will concentrate on welfare of the minorities and protect their constitutional and legal rights.

The Delhi Commission for Women is a significant advisory and grievance redressal body for complaints concerning crimes against women, at workplace harassment, domestic violence, and other gender related matters. It also will look for policy enhancements to increase women's safety and welfare, and work with government departments on awareness and outreach programs.

Likewise, the Delhi Minorities Commission is responsible for monitoring measures in place under the Constitution and various legislations to safeguard the interests of minority groups. The commission hears complaints about the violation of minority rights, provides the government with recommendations on issues of policy affecting the welfare of minorities, and helps to ensure "federal harmony and the provision of equal opportunities.

The structure of these commissions is reflective of the Delhi government's determination to strengthen institutional support for the marginalized communities by creating dedicated statutory commissions. Both commissions, now with new leadership, will seek to collaborate with government ministries, civil society and community voices to tackle concerns, recommend new welfare policies and enhance the delivery of welfare to improve equality, inclusion and constitutional rights in the national capital.
