Bihar Launches Abhaya Brigade with 4700 Vehicles for Women's Safety

Bihar has launched the Abhaya Brigade, also known as Police Didi, by flagging off 4,700 two-wheelers to strengthen police patrolling and improve the safety of women and girl students. The vehicles will be deployed around schools, colleges and other frequently visited areas.

Chief Minister Samrat Choudhary launched the initiative at Gyan Bhawan in Patna ahead of Raksha Bandhan. The fleet includes 2,700 scooters for women police personnel and 2,000 motorcycles for male constables, according to the state Home Department.

Director General of Police Vinay Kumar said that ensuring women’s safety remains a key responsibility of the police. He added that nearly 40,000 women have joined the police force, received training and is currently deployed across districts in Bihar.

“The new vehicles will allow women police personnel to conduct dedicated patrols, particularly around educational institutions. Our focus will largely be on schools, colleges and university campuses where our girls go to study, and also on adjoining areas,” the police chief said.

He said two-hour beats had been fixed across cities, centered on colleges, with patrol timings adjusted to coincide with school and college arrival and dispersal hours. “At other times, when educational institutions are closed, the teams would patrol surrounding areas,” the DGP added.

Around 4,700 scooters and motorcycles were being dispatched from Patna and districts were being given different numbers of vehicles. In December 2025, the Abhaya Brigade was announced by the Bihar Police Headquarters, shortly after then Home Minister Samrat Choudhary had stated that special squads will be deployed outside schools and colleges for the purpose of curbing eve teasing.

Each police station has a police unit called Abhaya Brigade, consisting of one woman Sub-Inspector and three constables, two are women. Groups are asked to determine the hot-spots for harassment in schools, isolated passes, markets, parks and transit areas, and deal legally with the harasser. They are also tasked to keep in touch with educational institutions and raise awareness on the Dial-112 emergency service.

Meanwhile, the Home Minister Pankaj Kumar called Wednesday's vehicle deployments as “a new milestone” in enhancing security of women through the Abhaya Brigade. It was natural to expect it to reduce offences against women, especially smaller ones that occur in streets and lanes near college campuses in cities, he said.

The vehicles, said CM Samrat, would enhance mobility of the women police personnel and ensure their efficiency in protecting the students and conducting their tasks on women-related issues. He also said that the arrival time of emergency service 112 was also below 10 minutes, with the aim of bringing down the time to 5-7 minutes.

The program was also dedicated to the launch of the PhD Fellowship of the Chief Minister called Balika PhD Fellowship for higher education and research, where around 1000 women students will be eligible to receive Rs 10000/- per month for 4 years. Bihar Ki Beti Startup Challenge is also launched where women entrepreneurs are provided financial assistance of Rs 50,000 to Rs 2 lakh benefitting 2100 women entrepreneurs.

The government has reiterated its commitment to link women with employment and self-employment including in dairy and animal husbandry and said it is going to work towards this with the goal of engaging one crore women in these livelihoods.
