ADB Backs Women Entrepreneurs in Micronesia With $5m Initiative

The Asian Development Bank (ADB) has approved a $5 million financing package with the Federated States of Micronesia Development Bank (FSMDB) to improve access to credit for small and medium-sized enterprises (SMEs), with at least 50 per cent of the funding reserved for women-led businesses. The initiative marks ADB’s first private sector project in the Federated States of Micronesia (FSM).

The FSMDB Increasing Access to Finance for SMEs Project aims to help underserved businesses secure capital to maintain operations, invest in growth, and strengthen their resilience. The package includes a $4 million loan from ADB’s ordinary capital resources and a reimbursable grant of up to $1 million through the Asian Development Fund’s private sector window under the Wayfinder (Pacific) Program.

The project addresses several challenges that limit women entrepreneurs’ access to finance in the FSM. Smaller businesses can face higher perceived lending risks, while limited collateral can make it difficult to secure loans. Weak credit information systems can also restrict lenders’ ability to assess borrowers, while gaps in business literacy and a lack of suitable financial products create further barriers.

ADB North Pacific Advisor Aziz Haydarov said women entrepreneurs play an important role in strengthening the country’s economic growth and resilience. Increasing their access to finance could therefore support not only individual enterprises but also the households and communities that depend on them.

The programme will extend beyond lending. Grant-funded technical assistance will provide capacity-building support to at least 250 women-led SMEs, helping entrepreneurs improve their business and financial skills and better navigate formal lending systems.

FSMDB will also introduce a women-focused financial product tailored to the needs of female entrepreneurs. In addition, the bank plans to digitalise its loan monitoring and collection systems, which could improve lending efficiency across FSM’s geographically dispersed islands.

The development bank already supports businesses in sectors including tourism, construction, agriculture, fisheries and services. Established in 1979, FSMDB reported a gross loan portfolio of $49.7 million in fiscal year 2025, with most of its lending focused on businesses.

The blended financing model under the Wayfinder (Pacific) Program is designed to reduce investment risks and encourage private sector development in Pacific economies, where small populations and geographic isolation can limit conventional financing.

For FSM, the initiative links financial inclusion, women’s entrepreneurship and private sector development. By combining finance, training and institutional improvements, ADB and FSMDB aim to strengthen the ecosystem for underserved businesses and create more accessible financing opportunities for women entrepreneurs over the longer term.
