Rajasthan HC Orders Increasing Women Drivers on Ride-Hailing Apps

The Rajasthan High Court asked the state government to incentivise app-based ride-hailing platforms to increase the number of women drivers to at least 15 percent within a period of six months and increase it to 25 percent in two to three years.

It also added that the platform should provide an option to the women passengers for selecting a woman driver as their preferred choice.

These directions form part of an elaborate 35-point order passed by Justice Ravi Chirania, who termed cybercrime as an emerging threat that is growing at a tremendous speed and said the cyber policing system in the state needs to be upgraded significantly.

The court suggested setting up a Rajasthan Cyber Crime Control Centre on the lines of I4C-Indian Cyber Crime Coordination Centre, observing that despite the appointment of a Director General, Cyber Crimes in 2024, the state still lacks an appropriate mechanism for dealing with digital offences.

The order was issued while hearing the bail applications of two residents of Gujarat who were accused of posing as law enforcement officers and allegedly defrauding an elderly couple of ₹2.02 crore. The court rejected both bail pleas.

Other directives include more stringent verification by telecom authorities before issuing a fourth SIM card to any individual; monitoring of inactive bank accounts more closely and mandatory physical KYC checks for such accounts.

Banks and financial institutions have also been asked to suspend or deny internet banking services for accounts red-flagged as suspicious or those with annual transactions below ₹50,000 over the last three years.

Further, the court ordered that all gig workers in Rajasthan should be registered with the office of the Director General, Cyber Crimes. Gig workers would have to wear a uniform or wear a dress code and carry QR-coded ID cards with effect from February 1, next year.

They would also have to get themselves registered with the state Transport Department, while using vehicles with commercial number plates. The order also calls for tighter monitoring of the sale and purchase of second-hand digital devices, and schools are asked to implement clear guidelines on the usage of mobile phones for students up to class nine or below 16 years of age.
