Odisha Deputy Chief Minister Pravati Parida has called for a stronger focus on women’s safety and empowerment, stressing the need for robust institutions, effective law enforcement and collective action.
Inaugurating the Shakti Summit here, Parida said women’s safety and empowerment cannot be addressed in isolation. “The Shakti Summit provides an important platform for states and the Centre to learn from each other, strengthen convergence and ensure that every woman is able to live with safety, dignity and opportunity,” she said.
At the inaugural session, National Commission for Women Chairperson Vijaya Rahatkar highlighted the importance of collective efforts and stronger institutional frameworks to promote women’s safety and empowerment nationwide.
The summit brought together 29 senior officials, including secretaries, commissioners, directors and joint directors, from 22 states and Union Territories. Representatives attended from Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Delhi, Jammu and Kashmir, Chandigarh and Telangana.

The deliberations at the summit will focus on strengthening implementation mechanisms, sharing successful state-level interventions and fostering institutional collaboration to address emerging challenges concerning women’s safety and protection. The conference will also provide an opportunity for states and Union Territories to learn from one another and identify areas for greater convergence in efforts towards women’s empowerment.
The summit is being organized by the National Commission for Women (NCW) in partnership with the Odisha government to disseminate worked-out measures, identify challenges in implementation and discuss possible action points and measures to improve institutional arrangements for women's safety, protection and women's empowerment.
The summit also underscored the importance of enhancing the inter-agency coordination and cooperation in tackling issues related to women. Existing policies can be strengthened and implemented more effectively and in a timely manner to contribute to greater protection, support and access to justice for women at risk of violence.
Discussions should include and focus on new issues and challenges to women's safety, such as the need for responsive institutions and effective support systems. The sharing of experiences between the States and Union Territories aims at empowering the governments of these States to adopt practical approaches to be adapted in the local context.
Through the Shakti Summit, it is hoped that further discussions will be facilitated between the Centre and states on policies and activities for women to be in a safer and supportive environment. The platform aims to foster greater cooperation among senior government officials and encourage governments to build on the successful interventions related to women's safety and empowerment.
