India Launches SHE-LEAPS to Empower Rural Women

The Indian Government officially unveiled SHE-LEAPS on June 29, 2026, at the Rashtriya Gramin Vikas Sammelan in New Delhi. The two-day event, themed "Gramodaya Se Rashtrrodaya," served as a strategic platform to assess the performance of flagship rural development schemes and chart a roadmap for strengthening rural livelihoods through innovation and digital governance.

The conference also sought ways of speeding up the vision of "Viksit Gram-Viksit Bharat" of the Government through technology-enabled governance, rural entrepreneurship, and inclusive economic growth.

SHE LEAPS (Self-Help Entrepreneur Livelihoods and Enterprise Applications for Prosperity and Sustainability), is a unique digital platform seeking to revolutionize the entrepreneurship landscape in India’s rural areas. The model will be launched in 34 States and Union Territories, offering a consolidated digital platform to help SRLMs in boosting women-led enterprises and rural livelihoods through the platform.

Through real-time capture of enterprise data in different sectors, the platform enables a holistic view of rural economy activities helping in evaluating programme effectiveness, enterprise growth, and potential intervention opportunities.

With the multi-level monitoring capabilities of the platform, the state as well as central governments will be able to monitor their efforts accurately and effectively. The insight gained from the platform is helpful in making policy decisions and effective resource allocations in favour of rural economic development and women-led entrepreneurship.

Apart from improving accountability and transparency, the tool helps improve governance through evidence-based decision-making.

SHE-LEAPS is anticipated to contribute greatly towards enhancing the effectiveness of the Lakhpati Didi Mission from 3 crores to 6 crores of women, as well as its plans of providing funding worth ₹10 lakh crore during the next five years. With the help of SHE-LEAPS platform it will be easier for the implementing agencies to measure performance, detect any obstacles and intervene where necessary in order to make the initiative more successful.

In addition to helping in the growth of enterprises, the initiative aims at promoting financial inclusion through increased access to financial systems among the Self Help Groups (SHGs) as well as the facilitation of governance by means of thorough digital monitoring. Through this process, insights are created to help support informed policymaking and decision making in order to build resilience and inclusion in the rural economy.

The application is designed by the Digital India Corporation using the LokOS digital governance platform, which helps in making the functioning of all community-level organizations easier. Through digitization of functions of SHGs, Village Organizations and Cluster Level Federations, the platform allows management of beneficiary information, financial transactions, livelihoods and even convergences.

This monitoring tool covers the entire enterprise life cycle, from beneficiary enrolment and enterprise establishment to performance monitoring, income tracking, and expansion of the business, within a single digital ecosystem. Real-time information makes it easier for governance through improved programme transparency and efficiency and also accountability of the institution.
