Vandana Singh takes charge as DDA Land Commissioner

The Central Government has appointed Vandana Singh, an officer from the Indian Administrative Services (IAS) 2013 Batch of Uttarakhand cadre, as Commissioner (Land Management) in Delhi Development Authority (DDA) under Ministry of Housing and Urban Affairs (MoHUA). The appointment has been approved for four years under the Central Staffing Scheme.
Vandana will hold the position for 4 years from 21st July or until further orders, whichever is earlier, according to an order issued by the Department of Personnel and Training (DoPT). The position is placed in the CS level 2 (Deputy Secretary).
Before this post, Vandana served as the Director General in the Horticulture and Agriculture Department, Government of Uttarakhand. She has worked at the state level for agriculture and horticulture programs and has been involved in the development and implementation of policies, and departmental management. She joined the IAS in 2013 and has been serving at various administrative posts throughout the Uttarakhand cadre.

The DoPT has asked the Uttarakhand government to immediately transfer Singh from her current post to her new role in the Delhi Development Authority. This is done in the normal course for officers appointed centrally under the Central Staffing Scheme.
Delhi Development Authority, under the Ministry of Housing and Urban Affairs is the main planning, development and management agency of the urban infrastructure of the national capital Delhi. The various divisions include the Land Management Department which is critical in maintaining land records, protecting the land owned by the DDA, addressing issues of encroachment, land administration and supporting planned urban development in the national capital.
The Central Staffing Scheme helps to bring experienced officers from various state cadres to the Central Government and its organizations. These deputations are designed to enhance the governance mechanism by reinforcing the administrative capacities of officers at the state level with officers at the centre and also to give officers exposure to the national level policy making and administration.
As part of the DDA's mandate to facilitate planned urban development in Delhi, Vandana Singh will be handling the functions relating to land administration and management under the Land Management portfolio at the DDA. Her appointment comes in continuation of the Centre's practice of putting in seasoned IAS officers in important offices in urban public institutions dealing with urban governance and infrastructure development.
