UGC issues Advisory for creating Secure Workplace & HEIs for Women

In order to provide a safe and secure work environment at workplaces and higher education institutions (HEI) for women, the University Grants Commission (UGC) issued guidelines and advisory. Under their administrative jurisdiction, HEIs must set up an Internal Complaints Committee (ICC) and a Special/Women's Cell. These committees will carry out initiatives aimed at raising gender awareness and addressing gender-based violence. Institutions should post posters and banners at noticeable places to educate staff members about sexual harassment and how to avoid it.

The UGC also recommended posting the names and contact information of ICC members, additionally, HEIs must put up billboards illustrating the legal ramifications of sexual harassment. For reporting incidents, dedicated phone numbers and toll-free numbers must be placed. Furthermore, the Emergency Response Support Number 112 and the Women's Helpline Number 181 should be prominently displayed. Institutions must upload documents, including the Sexual Harassment of Women at Workplace Act, 2013, and the University Grants Commission Regulations, 2015, to ensure a safer environment for women.

The UGC guidelines for women's safety on campuses can lead to serious consequences. If an individual is found guilty of sexual harassment or misconduct, the ICC can recommend administrative actions such as suspension, termination, fines, or demotion. Legal consequences, including imprisonment and fines, can also be imposed.
