Delhi LG Prioritises Women's Safety in Police Reforms

Delhi Lieutenant Governor (LGO) Taranjit Singh Sandhu on Wednesday presided over a high-level review meeting with Delhi Police Headquarters, urging the need for a paradigm shift in policing practices to move towards a proactive, human approach and citizen-centric crime prevention mechanism, while also encouraging the use of advanced technologies for enhancing the policing of crime and intelligence gathering.

It was the first trip of the Lieutenant Governor to Police Headquarters since he assumed office. Commissioner of Police and senior police officials, including Special Commissioners, Joint Commissioners and Deputy Commissioners of Police participated in the meeting.

The LG said that it was essential to shift from reactive to preventative policing during the detailed review. He encouraged officers to be approachable, empathetic and transparent with citizens, emphasizing that public trust is a key component to effective law enforcement. He emphasized that the basis of strengthening confidence among the residents of the national capital is effective and visible and accountable policing.

Reaffirming the government's commitment to law and order, Sandhu said that crime control has to be strict, tough and uncompromising. The safety and security of women, children and senior citizens is “non-negotiable”, he said. Officers were asked to be proactive in identifying the crime prone areas, pre-crime on the streets and pay special attention to the safety of girl students in Delhi.

One of the key elements of the meeting was the implementation of new policing instruments. The LG directed the Delhi Police to aggressively bring in technologies like Artificial Intelligence (AI), Drones, Facial Recognition Systems and Social Media Monitoring Systems in their system. He said that these technologies should be employed to boost intelligence gathering, strengthen surveillance function and to be able to respond swiftly to new threats.

He also stressed the importance of continuous upgradation of police officers' skills, especially in dealing with cybercrime cases and sensitive cases falling under the Protection of Children from Sexual Offences (POCSO) Act. Because crime is evolving in urban spaces, it's important to develop his digital skills, he said.

The traffic management and urban mobility were also discussed in detail. Sandhu urged traffic police to enforce traffic rules and display the presence of traffic police in the congested areas more visibly. He ordered action on offenses like two-wheelers driving on two wheels and riders not wearing helmets. He also pressed for awareness campaigns to foster behavioural change for long-term compliance by road users.

Emphasising on community policing, the LG urged the force to have enhanced engagement with the Resident Welfare Associations (RWAs), Market Welfare Associations (MWAs) and street vendors. This cooperation would also help strengthen the grassroots intelligence networks and enhance local security results, he added.

The Lieutenant Governor also inspected the administration and welfare of the police. He stressed the importance of transparent transfer policies, timely promotions and improved representation of women in the police force. He also recommended review of the Corporate Social Responsibility (CSR) support for enhanced welfare measures for the families of police martyrs.

Sandhu also instructed for the establishment of police residential colonies as “Zero-Waste” in a manner similar to the “Navjeevan Vihar” in collaboration with the Municipal Corporation of Delhi (MCD) as part of the larger environment sustainability initiative.

At the end of the meeting, the LG highlighted the fact that governance is measured by tangible results. He urged the Delhi Police officers to show extra commitment and thereby improve the safety and service standards to make the city Delhi more secure and better served by the police.
