The Cabinet of the Government of Andhra Pradesh has granted approval for the establishment of Vishnu Women's University, which will be the first private university in the state to have a special focus on women students. The move came at Thursday's Cabinet meeting presided over by Chief Minister N. Chandrababu Naidu to boost higher education and enhance opportunities for women in the state.
The Cabinet has approved the draft ordinance for amendment of the Schedule of Andhra Pradesh Private Universities (Establishment and Regulation) Act, 2016. The amendment will include Vishnu Women's University and Chalapathi University in the list of approved private universities for their sponsoring organizations to establish the universities under brownfield category.
The government has amended the Education Act to enable the educational institutions that sponsor the establishments to upgrade their existing campuses into full-fledged private universities, the Minister for Information and Public Relations and Housing Kolusu Parthasarathy said after the Cabinet meeting. The transfer is expected to lend a hand in boosting the higher education ecosystem in Andhra Pradesh and offer greater academic and research opportunities to students.

Vishnu Women's University was created by Sri Vishnu Educational Society (SVES) that has been working in the field of education for more than 2 decades. The university will be a growth of the existing Sri Vishnu Engineering College for Women, Bhimavaram. The college was started about 22 years back and has gained a reputation for imparting engineer education to only women and consistently has been producing graduates in different technical fields.
The Sri Vishnu Educational Society also runs BVRIT group of colleges offering Engineering, Pharmacy, Management and Sciences programs in Andhra Pradesh and Telangana apart from women's engineering colleges. Now that the Cabinet has given its approval for the development of this brownfield, the existing educational infrastructure will now be upgraded into a private university without having to start a new campus.
This is regarded as a big step forward for women's higher education in the Telugu regions. If it gets into operation, Vishnu Women's University will be the first private women university in Andhra Pradesh and Telangana. The region currently only has two government-run women's universities: Sri Padmavati Mahila Visvavidyalayam (Tirupati) and Veeranari Chakali Ilamma Women's University (Hyderabad).
The Andhra Pradesh cabinet also passed various other key decisions including approval of the new universities. It has approved recruitment of 3168 vacancies across various government departments in the 2nd phase of Job Calendar 2026-27 with the objective of enhancing public administration by direct recruitment.
The Cabinet also delegated powers to Andhra Pradesh Industrial Infrastructure Corporation (APIIC) to sign an addendum to the existing Shareholders' Agreement/State Support Agreement with the National Industrial Corridor Development and Implementation Trust (NICDIT). The agreement will help in implementing all the industrial parks which are approved under ‘Bharat Audyogik Vikas Yojana' and facilitate the industrialization and infrastructure development in the state.
The higher education policy of the state of Andhra Pradesh is now in a phase of major change with Vishnu Women's University getting approval; it is an important step that has led to the greater involvement of private universities in the field of higher education, and it has also brought in a dedicated institution for female students. It is expected that the initiative will improve access to quality higher education, foster research and innovation, and help to build up skilled women professionals in various fields.
