5K Women Entrepreneurs Register for Uttarakhand's BHULI Program

Registrations by women entrepreneurs for Uttarakhand government’s ‘BHULI’ initiative have crossed 5,000, reflecting growing interest in the program. Implemented under the National Rural Livelihoods Mission (NRLM), BHULI makes Uttarakhand the first state in North India to launch a Rural Enterprise Incubation Program.
The program was formally launched in Dehradun on July 14 by Rural Development Minister Bharat Singh Choudhary. The event also saw the unveiling of the program’s Management Information System (MIS) portal and booklet.
BHULI is being implemented by the Uttarakhand State Rural Livelihoods Mission (USRLM) under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). The initiative is receiving technical support from the Foundation for Innovation and Entrepreneurship Development (FIED) at IIM Kashipur.
The program will provide the growth-oriented women entrepreneurs with expert advice, training and business handholding support for the growth of their business. Assistance will also be provided in branding, packaging, quality improvement, digital marketing and establishing market linkages.

- Eighteen selected entrepreneurs will receive grants of up to ₹15 lakh each
More than 150 women entrepreneurs will be picked in the first phase of the program. Of these, 18 top entrepreneurs, who are selected in the various categories, will be given grants of up to Rs 15 lakh per entrepreneur. Other selected entrepreneurs will get interest free loans of Rs 4 lakh each. Skill development and business related counseling will also be provided to other interested female entrepreneurs.
The purpose of the program through the 18-month incubation is to ensure a minimum increase in profitability of the chosen enterprises by 15–20 percent.
A large number of women are producing good quality products in the state through Self-Help Groups, said Rural Development Minister Bharat Singh. Somewhere he said we now need to go beyond local markets to link these products with larger markets by better branding, packaging and modern marketing systems.
Moreover, the ‘BHULI’ program would give women entrepreneurs technical, managerial and business support needed to take their business strategically to the next level” he added. This would lead to the establishment of new enterprises in the rural areas and increased employment opportunities in the local areas, he said.
