PMKVY to Focus on Women Entrepreneurs to Power Rural Growth

According to Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship (MSDE), the next phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) will address a strong focus on women entrepreneurs and rural enterprises. The restructuring of the initiative will launch in 2019, with a programme dedicated to entrepreneurship and women-led businesses, as well as providing assistance to self-help groups in rural areas.
Debashree Mukherjee shared these priorities during the launch of a report by JustJobs Network which looks into formal employment opportunities for women within rural India. The study draws on field research conducted in various locations, including Odisha and industrial south regions such as Coimbatore; Hosur; Tirupur; and Bengaluru. This research suggests that while providing skills is necessary for employment, additional support—through both social and institutional means—will ensure the success of women in formal jobs.
The report highlights barriers and enablers of women’s transition into formal employment. To build aspirational motivation among women it is necessary to have exposure and build confidence. Women also face many cultural barriers when they migrate, including homesickness, language barriers, isolation from peers once they have migrated, all of which impact their ability to stay in their jobs.
Further support and networking with other women post-migration will significantly help women stay in their jobs in the first year following their transition into formal employment. Women lack information related to wages, contracts and career paths; this will limit their career advancement in the long term.
PRADAN learned about the mobilization of young women through their Youth Employment Program that began in 2023 in Odisha.
The report recommends young people have access to early career coaching, access to opportunities beyond the traditional employment industry, assistance with structured movement, adequate protection of employers, and greater cooperation among government offices. In addition to wage employment, entrepreneurship is necessary to provide rural women with sustainable means to participate economically.
