
Goa Startup Policy 2025 Targets Women Entrepreneurs, 10K New Jobs for Local Youth

Goa has introduced its Startup Policy 2025 with the objective of being India's creative capital and aiming for women entrepreneurship with special incentives and providing 10,000 jobs to local youth. The policy has been given the state cabinet nod with well-defined objectives such as facilitating the emergence of 1,000 startups, generating employment for 10,000 Goans, making venture funding available for 100 startups, and collaborating with no less than 50 startups on government-sponsored projects.
It is designed to build the capacity of Goa's startup ecosystem by creating networkages with incubators, accelerators, and makerspaces; infusing innovation, risk-taking habits, and entrepreneurial attitudes; and providing mentorship, funding, and market access.
Particular focus will be on inviting women and minority group participation and training, skill enhancement, and support schemes like campus innovations, marketing support, and rent subsidies.
The policy further foresees establishing dedicated funds by working in cooperation with industry players and developing robust partnerships between the government and startups with a view to building technology-based solutions for collective problems.
Initially rolled out in 2021 and reiteration in 2022, the program aims to put Goa among Asia's top 25 startup hubs by 2028. Today, the state boasts 279 recognized startups and has issued ₹4 crore in incentives, with the government focused on enabling local innovators while drawing the world's finest tech talent to fuel innovation, economic development, and skill enhancement.
